I have never seen one before, and suggest it looks rather clown like with it's white head, sad eyes, pink and black bill. It too resides further north and passes thru the GTA on it's migratory flights.

The Long-tailed Duck is a small migratory diving duck; that spends time here in the Spring and Fall. It makes its home in Canada's Arctic and winters on the Pacific or Atlantic Coasts. The name comes from the long split tail. It previously was known as the " Oldsquaw " a derogatory name to First Nations Peoples.
