These are probably Baldfaced Hornets also known as White-faced Hornets or Black and White Yellow-jackets.

These images were very carefully taken at a nesting site I found along Duffins Creek. The nest was just above the ground and fastened to the bottom branches of a tree. I didn't try to remove too much of the grass covering the opening, I didn't want to get the hornets too interested in me.
